Evans, who is in his second spell at Sheffield United, found himself down the pecking order in Chris Wilder’s plans last season.
The Wales international failed to score in 13 appearances for the Blades last season and he is unlikely to break into Wilder’s plans ahead of the new campaign.
United are willing to send Evans out on loan so that he can get regular first-team football under his belt and rediscover his goal-scoring form.
A number of clubs have shown an interest in Evans, but Fleetwood have acted swiftly to agree a deal to bring the 29-year-old in.

Fleetwood have been looking for striking reinforcements after last season’s top scorer Jordy Hiwula returned to Huddersfield at the end of his loan spell.
Evans initially returned to football with Chesterfield, scoring five goals in 25 appearances before rejoining the Blades.
