It has been reported that Chelsea wanted to sign Barkley from Everton in the summer transfer window.
According to ESPN, Spurs wanted to secure the services of the England international in the summer.

Tottenham manager Mauricio Pochettino, though, does not seem to be interested in getting drawn into any speculation.
“It’s still too far to speak about the next transfer window,” Pochettino told Football.London when asked if he will go back with a bid for Barkley in January. “And you know like always, the players that are in another club I never speak about.”

Barkley is a hugely talented and promising player, and at the age of 23, the Englishman can still improve a lot in the coming years.
With the 23-year-old’s contract at Everton running out at the end of the season, it would make sense for Spurs to sign him on a relatively low price in the January transfer window.
Perhaps Spurs could even wait until next summer when they would be able to secure the services of Barkley on a free transfer.
