The former French youth international joins Sol Bamba in making the move from the Serie A side.
Ngoyi is a defensive midfielder, but had been out of favour this season, playing only five games, each as a substitute.
The 26-year-old adds further depth to Leeds’ midfield options, and his arrival has been touted since mid-January.
The pair are the club’s only two signings so far this transfer window, but Leeds chief operating officer Matt Child told BBC Radio Leeds there could be two more to follow Bamba last week.
Both Ngoyi and Bamba are eligible to feature for the club this weekend, in the derby against Huddersfield Town.
Leeds are currently under embargo from the Football League, and are unable to make permanent transfers this month as a result.
Ngoyi’s arrival adds question over whether the club are preparing for a future without Rodolph Austin, whose contract expires at the end of the season.
