Out of the pair, Phillips would arguably be the bigger loss to Leeds if he was to leave Elland Road for Newcastle.
The defensive midfielder has been one of the key players in Marcelo Bielsa’s side over the past campaign.
Clarke has played more sporadically, but he has still shown glimpses of quality when given a chance at Leeds.
Newcastle’s budget for the summer is still not yet known, with the North East club currently trying to tie down Rafael Benitez with a new contract.
