It has been reported that the Magpies want to have the option to recruit the midfielder on a permanent contract if they are promoted to the Premier League at the end of the season.
Rafael Benitez’ side are playing in the Championship this season following their relegation from the English top flight at the end of the 2015-16 campaign.
Cleverley is struggling for playing time at Everton at the moment and has been able to play just 10 times in the Premier League so far this season.
The 27-year-old has been on the books of the Toffees since the summer of 2015 when he joined on a free transfer following his departure from Manchester United.
