Stoke reportedly considered the bid as derisory and are now waiting to see if an improved offer is made for the former Real Madrid man.
The former Spain Under-21 international spent the 2016-17 season on loan at Deportivo La Coruna, scoring five goals and providing one assist in 20 La Liga appearances in the process, according to WhoScored.
Joselu joined Stoke from German club Hannover in the summer of 2015 for a transfer fee reported by BBC Sport to be worth £5.75 million.
