Rafael Benitez has been a fan of Cairney in the past, but swapping Shelvey for him would not be a wise move.
Although the need for additions is clear, Newcastle would be downgrading by moving for Cairney.

The Scot simply isn’t proven at Premier League level like Shelvey is, and with Newcastle in the situation they are right now, it’s a gamble that doesn’t need to be taken.
Granted, Shelvey has not contributed much to Newcastle’s cause this season, but he remains a very talented player on his day.
And given that Shelvey has previously shown that he can dominate in Newcastle’s midfield, letting him go to bring in Cairney, who has never really proven himself above Championship level, would be an error of judgement.
