The report has claimed that Newcastle are in talks over signing left-back Mitchel Bakker from Bayer Leverkusen in the January transfer window.
However, if PIF are unable to secure the services of the 21-year-old, then they could make a move for Villa left-back Targett, according to the report.
The Telegraph have reported that talks over Bakker have broken down.

In our view, it is unlikely that Newcastle will be able to sign Targett from Premier League rivals Villa in the January transfer window.
Now, we know that Villa have signed Lucas Digne from Everton in the January transfer window.
Digne is a very experienced player and one of the best left-backs in the Premier League.

We think that Targett will have to work really hard to get into the Villa team ahead of the Frenchman.
However, in our opinion, Villa are unlikely to sell Targett in the middle of the season.
Villa manager Steven Gerrard will surely want to have a strong squad so that his team can finish as high as possible in the Premier League table.
