The report has claimed that Newcastle have been tracking Caceres, who is 24 years of age now and is playing for Club America in Mexico.
Manchester United, Tottenham Hotspur and West Ham United have also watched the Uruguay international centre-back in recent times.
90min has added that Atletico Madrid, Valencia, Girona, Atalanta, Braga, Hoffenheim, Lens, Lille, FC Porto and Union Berlin all are keen on Caceres, who is flourishing under head coach Marcelo Bielsa for Uruguay.
My View: Newcastle and Tottenham should try for a defender already in Europe
In my opinion, if Newcastle United and Tottenham Hotspur are looking for a new defender in the January transfer window, then they should find someone who is already playing in Europe.
Yes, Sebastian Caceres is a good defender with a wealth of experience.
Caceres did well for Uruguay against Brazil.
And, I believe that he will get better.

But, in my opinion, Tottenham and Newcastle should look at centre-backs who are already established in European football.
After all, both Tottenham and Newcastle are aiming to finish in the top four of the Premier League table this season and perhaps even challenge for the title.
They need players who can come in the January transfer window and make an immediate impact.
Caceres is playing his club football in Mexico now, and he could take a while to get used to the Premier League.
Of course, just like Micky van de Ven at Spurs, the 24-year-old could just hit the ground running at Tottenham or Newcastle.
But, we do not know that for sure.
I believe that Caceres would be a ‘risky’ signing for Newcastle or Spurs.
Let the defender come over to Europe and play for another ‘lesser’ club for a season or two, and maybe then Tottenham or Newcastle should consider a bid.
