With 10 minutes left on the clock, VAR adjudged that Aaron Connolly had been fouled in the box by Michael Keane, and Neal Maupay found the target from the spot.
The Seagulls scored again in injury time to register a 3-2 victory over Everton at the American Express Community Stadium.
Former Liverpool striker Owen was following the match, and he does not believe that it was not a penalty.
Ex-Everton star Michael Ball was also following the match, and he was far from impressed with the decision.
Disappointing result
With Brighton struggling at the moment, Everton will be disappointed with the 3-2 defeat.
Although decisions went against the Toffees, the Merseyside outfit will probably see the match as three points lost, and they will now be looking to bounce back.
