City initially rated Fernando at £10 million, as reported by The Sun, but are now looking to offload him for just £3 million.
Newcastle United have shown an interest in Fernando this summer, and Rafael Benitez has played a nice waiting game which seems to have worked for him.

Now, the Magpies must seize this opportunity and snap up him up before City reach an agreement with the Turkish club.
Fernando joined City in 2014 from Porto, and has made 63 Premier League appearances in the past three seasons.
However, the defensive midfielder made only 14 Premier League appearances last season, and is not in the plans of City manager, Pep Guardiola.
The Brazilian may not have made a huge impact at City, but he is still a very solid midfielder capable of representing any top team in Europe.
The 29-year-old loves to make tackles (1.4 tackles per game in the Premier League in 2016/17) and is an excellent passer.
For a player of his experience, age and caliber, getting him at £3 million would represent a bargain signing. Newcastle must act quickly.
