After a goalless first half, Leroy Sane put the Citizens in the lead on 49 minutes and Kevin De Bruyne added a second just five minutes later.
Spurs halved the deficit through Dele Alli in the 58th minute and equalised on 77 minutes when Son Heung-min found the net.
It could have been a different result had the referee given City a deserved penalty when they were 2-1 up.
Raheem Sterling went through on goal and was pushed Spurs defender Kyle Walker, but it went unnoticed by the officials.
As reported by BBC Sport, Walker himself admitted after the match that he had pushed the City attacker.
City fans have taken to Twitter to comment on the foul that was not given and have made it clear that they are not happy with the Tottenham right-back.
