Forest loaned out Joe Worrall to Glasgow Rangers in the summer, and the centre-back has gone to impress at Ibrox.
Worrall already looks to be playing at a very high standard, and Burns believes that Forest will make room for the youngster in their first-team squad next term.
“I was a bit surprised Nottingham Forest allowed him to leave but Aitor Karanka had brought in Michael Dawson and he’s got Tobias Figueiredo, Danny Fox and the boy Michael Hefele from Huddersfield,” Burns said.
“One or two of those players might leave next season and Worrall will come in and by that time he’ll be better for his year at Ibrox.”

Worrall’s quality is already known to Forest, but his career stalled slightly towards the back end of last season.
With Aitor Karanka adding to Forest’s defence over the summer, it seemed that Worrall’s first-team chances would be limited and he was loaned out for the good his development.
The move seems to have been a smart one, as Worrall is already impressing with Steven Gerrard’s side.
Forest, meanwhile, are starting to click into gear in the Championship and currently sit in fifth spot.
