Jordon Ibe and Joshua King both had great chances to put Bournemouth ahead but could not take advantage.
Arter received his second booking with 13 minutes to go, which ultimately cost Eddie Howe’s side the game.
Bournemouth remain pointless after two games, Howe will be hoping to bounce back on Saturday after a disappointing start to the season. The Cherries travel to winless Crystal Palace where they will be hoping to pick up three points.
