Ibrox side Glasgow Rangers have already strengthened significantly in the January transfer window.
Allen and Rangers boss Steven Gerrard have drawn up some ambitious plans at Ibrox.
But Rangers’ board have been keen to sanction any transfer that he been requested by Allen so far.
And Allen says that Rangers’ long-term strategy is working very well at the moment.
“It is not new ground that I am covering here. Every time I have gone [to the board] and said what about, it has been received favourably,” Allen said.
“I can only reiterate that. We have all got to operate within parameters. That is no different to every organisation.
“We all feel that as long as there is proper planning and due diligence, which there is, then it becomes easier to get things done because there is a very clear strategy.”
Rangers have made four signings in the January transfer window so far, with Jermain Defoe, Steven Davis, Glen Kamara and Jordan Jones all signing up.
Defoe’s and Davis’ arrivals at Rangers have really raised eye brows, as they are expected to increase the quality in Gerrard’s side over the second half of the season significantly.
Rangers have already made huge improvements since Gerrard took charge, with the Light Blues finally starting to rival Celtic for domestic honours again.
Rangers are currently level on points with their Glasgow rivals at the top of the Scottish Premiership table.
