Norwich City are also reportedly keen on the Scotland international midfielder.
Pink Un has claimed that it is the promoted Premier League club who are in pole position for Gilmour.
Rangers want(ed) to sign the 20-year-old on a loan deal, but the former Ibrox prospect has decided to stay in the Premier League to continue his personal development.
Gilmour left Rangers for Chelsea in 2017.
Sky Sports have reported that the youngster will undergo a medical at Norwich later this week.
Sensible decision
It will be a blow for Rangers and manager Gerrard that Gilmour has decided to join Norwich.
However, you can understand why.
Yes, Rangers won the Scottish Premiership title last season and could play in the Champions League in 2021-22.

But, the Premier League is a much tougher league, and if Gilmour – described as “very impressive” by Arsenal legend Ian Wright in The Scottish Sun in March 2020 – wants to have a long-term future at Chelsea, then he needs to stay in the English top flight to show them what he can do.
Meanwhile, The Scottish Sun are reporting that Rangers will send Glenn Midldleton back on loan to St Johnstone, and that Josh McPake will join Morecambe on loan.
