Tottenham Hotspur did not sign players for a whole year.

Chelsea have been banned from signing players for the next two transfer windows, BBC Sport report.

This is due to the alleged breaking of rules with regards to signing young players.

Chelsea are permitted to appeal the decision.

Pundit Gary Lineker took to Twitter to joke that it would not be so bad for Chelsea, because Tottenham have shown the way forward.

Tottenham have not signed a player since January 2018, skipping out on the last two transfer windows.

This of course was by choice, not punishment.

Spurs were able to do this and continue with their success because of the stability at the club.

Chelsea are anything but stable, with Maurizio Sarri under pressure of losing his job in his first season at Stamford Bridge.
