HITC understands that Giovanni van Bronckhorst wants to be reunited with James Tavernier and Besiktas are ready to launch a bid for the Rangers captain.
Rangers boss Philippe Clement would be loathed to lose one of his key performers and his captain, but HITC understands the club are not in a position to turn down a substantial offer.
With that Trabzonspor have made a bid for Tavernier, which has been rejected but they are expected to return.

HITC can though confirm that they are set to be rivalled for his signature with a host of teams engaging in talks.
We understand one of those is Besiktas who are managed by his former Gers boss van Bronckhorst and he wants to take him to Istanbul.
HITC can also reveal that there is strong interest from elsewhere – including from Saudi Arabia where another former Gers boss Steven Gerrard wants him at Al-Ettifaq.
But we can now also confirm that newly promoted Al-Qadsiah are weighing up an approach.
There is also interest in Europe with Monaco and Greek giants Olympiakos keeping close tabs on the situation.
Philippe Clement admits summer sales likely
Rangers boss Clement admitted earlier this summer that sales are likely.
“That’s the reality that the board told me a few months ago. I know this, and the recruitment team knows this also,” the Belgian admitted to Football Scotland.
“This is the reality of the club. I had other expectations when I came in October, I have to say. But I know the reality now. I am very motivated to build the club and help in that.
“It’s focusing not only on the short term but also on the long term. If I only looked at the short term I would only bring in experienced players who can do the job directly.
“Mistakes like that have been made too much in the past and at the end, you don’t reach your goals. You need a different philosophy and that’s what we are all working towards. This is a massive rebuilding job, it is true.’’
