Everton and Tottenham Hotspur are linked to the 28-year-old, but West Bromwich Albion have acted.
According to O Jogo in Portugal and cited by The Birmingham Mail, West Bromwich Albion have stolen a march on Everton and Tottenham Hotspur by launching a £23.2 million bid for Adrien Silva.
The same outlet claimed earlier this month that Tottenham are also interested in the Sporting Lisbon star and had an £18 million bid rejected.

Meanwhile, Everton are, according to Portuguese publication Record, also keen on the 28-year-old midfielder.
But in a surprising turn of events, West Brom have joined the race and O’Jogo, cited by The Birmingham Mail, report that Tony Pulis has launched a £23.2 million move.
If true then it trumps Spurs’ previous bid for the Portugal international and forces Mauricio Pochettino’s hand somewhat. If he genuinely wants him then he will have to better the Baggies’ reported offer.
.
It remains to be seen how interested Everton are, but Ronald Koeman, who has spent over £100 million on transfers this summer, certainly has the financial muscle available to challenge for his signature.
The Dutch manager seem to be building something very exciting at Goodison Park and Silva could well be interested if Albion’s move forces Koeman into action.
