Steven Gerrard’s Rangers are interested in signing Dowell from Everton in the January transfer window, according to The Daily Record.
It has been reported that the Gers are posted to make a loan move for the 21-year-old attacking midfielder in January.
Everton manager Silva has said that he will hold talks with the England Under-21 international – who is valued at €7.9 million (£7.04m) by the CIES Football Observatory – about his future.
The Daily Record quotes Silva as saying: “When the moment arrives I will talk with him but you never know what will happen between now and January.”

Good signing for Rangers?
Dowell is struggling for playing time at Everton at the moment and has yet to feature in the Premier League for the Toffees this season.
During his loan spell at Nottingham Forest last season, the 21-year-old attacking midfielder scored nine goals and provided four assists in 31 Championship starts, according to WhoScored.
The youngster is a very talented and promising young midfielder, and the England Under-21 international would be a good signing for Rangers on a loan deal in the January transfer window.
