The Belgian striker has not yet committed to a new contract which is on offer, and wants to see high profile additions made before tying his own future to the Toffees.
One player Everton should consider pursuing is World Cup winning Chelsea ace Cesc Fabregas.

Fabregas has started only seven Premier League games for Chelsea this season, having been marginalised by Antonio Conte and used mainly as a substitute – yet still managed to provide seven assists.
The Spaniard is still 29 and has a medal collection Lukaku can only dream of, winning titles in England, Spain, and the Champions League all at club level.
Former Barcelona man Ronald Koeman is a big enough name to be able to potentially convince Fabregas that Everton have a project he could buy into.
The finances would have to be right, but having just offered Lukaku a £140,000 per week contract, common ground could potentially be reached with the Chelsea ace.

If Lukaku is hoping to be convinced to stay, buying Fabregas would surely do it.
The former Arsenal ace is a huge name, with who he briefly crossed paths with at Chelsea, who has previously been prolific in terms of providing assists.
Fabregas and Lukaku could link up to devastating effect, and help Lukaku improve his own game.
With Morgan Schneiderlin and Idrissa Gueye taking care of defensive duties in midfield, Fabregas would have license to get forward and create.
The Toffees should not shy away from being bold and making a big play to try and sign the Chelsea star.
