O Jogo have reported that Liverpool, Newcastle, Aston Villa and Tottenham all want to sign Ugarte from Sporting Lisbon in the summer transfer window.
Sporting will not sell the 22-year-old defensive midfielder unless they receive €60 million (£53 million) in transfer fees.
That is the Uruguay international’s release clause.
Journalist Bruno Andrade has told CNN Portugal that Liverpool are in talks over a move for the youngster in the summer transfer window.
The former Premier League and UEFA Champions League winners have initiated contact with Sporting over Ugarte and are keen on beating Newcastle, Leeds, Tottenham and Aston Villa to his signature.
