The Sun reports that Nottingham Forest are 'planning a raid' for the striker, who has already scored 19 goals for Dundee United this season.
The Reds are said to have had Shankland watched during Friday's Dundee derby, in which the 24-year-old - for whom it is claimed a £2 million offer could be enough - was again on target.
Shankland's impressive club form saw him capped by Scotland for the first time last month, and he scored on his second outing against San Marino.

Not happening IMO. At least for that fee
1.That'd make him their most expensive signing for a year.
2. Makes zero sense to sell in January for that. We'd get that or more come summer regardless of promotion.
Nottingham Forest are short of orthodox centre-forwards beyond their first-choice, Lewis Grabban.
The Reds also have Rafa Mir and Zac Clough to call on, although only the former has appeared in the league this season.
