Bielsa has also suggested that Stuart Dallas can be successful in the top flight of English football as well.
Central defender Cooper and Dallas - who can operate as a winger or as a full-back - recently signed new contracts with the West Yorkshire outfit.
Bielsa told The Yorkshire Evening Post when asked if Cooper and Dallas can play in the Premier League: “Last match, Dallas played Germany. If you watch this match you will find an answer to your question.
“Cooper played against Belgium’s strikers. Russia as well. He left a clear message he can play against top-level players.”
Cooper has been on the books of Leeds since the summer of 2014 when he joined from Chesterfield for a transfer fee reported by The Yorkshire Evening Post to be worth £600,000.
There were concerns about the defender initially, but in recent years, the 28-year-old has taken his game to another level.
The central defender has improved a lot under head coach Bielsa, and he is now a leader at the back for Leeds.
