Who are The Pact? Carnival Row's mysterious villains explained

Carnival Row hit Amazon Prime Video on August 30th but gave little away about the big-bad known as The Pact.

In their ceaseless efforts to chase down Netflix and establish itself as the dominant force in the streaming industry, Amazon Prime Video has been churning out the big-budget originals this year.

Earlier in 2019, we saw the releases of Good Omens, starring the ever-superb David Tennant and Michael Sheen, and The Boys, which took the fight to the superhero genre in typically gusto fashion.

Now though, Amazon have a brand new original on their hands in the form of fantasy drama Carnival Row which is filled to the brim with steampunk-themed period settings, fairies, werewolves and even a spot of murder mystery thrown in for good measure.

However, it is the series' villains, the mysterious order known as The Pact, that we'll taking a closer look at later in this article as the enigmatic big-bad of the show have remained in the shadows throughout much of Carnival Row's first season.

What is Carnival Row about?

Set to the backdrop of a great war, Carnival Row focuses primarily on two lovestruck individuals at the very heart of the conflict.

On the one hand, there is Vignette Stonemoss, a Fae who has been forced from her homeland by the vicious conflict between two factions, The Pact and Burgue.

And on the other is Rycroft Philostrate (or Philo), a former Burgue soldier turned police detective who is charged with solving a gruesome wave of murders that are sweeping the fae refugees in the Burgue capital.

Who's in Carnival Row?

Taking on the lead roles in Carnival Row are two actors with plenty of experience under their belt in the realms of all things fantastical. 

Starring as Vignette is Cara Delevingne who boasts roles in the high-earning but not necessarily well-received Suicide Squad and Valerian and the City of a Thousand Planets.

She is joined by the legendary Orlando Bloom who is no stranger to working on epic fantasy projects thanks to his starring roles in the Lord of the Rings and Hobbit trilogies.

Carnival Row certainly spared no expense in assembling its cast.

Who are The Pact?

The Pact are Carnival Row's main villains although they have remained frustratingly obscure throughout season 1.

Due to the show's period setting, The Pact's human soldiers wear uniforms reminiscent of the Russian army during the Crimean War.

It is mentioned throughout the series that the Fae homeland of Tirnanoc has been brutally ravaged by The Pact after they fought off both the native race and the other human faction The Burgue. 

The Pact are renowned for their brutal and callous military tactics that see them use guns and barbed wire to hinder the faeries' ability to fly and have been rumoured to unleash werewolves into battle, something which proves key in solving the spree of murders we mentioned earlier.

Aside from that, there is little else known about the mysterious Pact. It's fascinating to see a show play its cards close to its chest like this but hopefully we'll find out a little more about The Pact when Carnival Row returns for season 2.
