Ceballos is thought to be available from Madrid this summer, and Spurs are keen to bring him in, but the playmaker prefers a loan move to a permanent one.
According to AS, Ceballos is eager to play under Tottenham boss Mauricio Pochettino and he would be open to a move to White Hart Lane.
However, the £45 million playmaker (El Desmarque) will only join Tottenham if he agrees to come permanently.
Spurs want a clause which allows them to buy the Spanish international inserted into any loan deal if they are to sanction a move, as Pochettino believes it is important to think long-term.
Pochettino does not want to block one of Tottenham’s younger player’s progress by bringing Ceballos in for a season, as he thinks that could have a detrimental impact on his side.
The move shows Pochettino’s commitment to developing young players, and proves just how forward thinking the Spurs boss is.
While many managers may have sacrificed their principles to bring in a player of Ceballos’s quality, even just for a season, Pochettino refuses to do so.
It now remains to be seen whether Tottenham can work a deal out for Madrid which suits all parties involved.
