It has been reported that Rangers plan to match the offer made to the Wigan Athletic star by Celtic.
Brendan Rodgers’s side are reportedly trying to secure the services of the former Manchester United man on a pre-contract agreement in the January transfer window.
The 24-year-old, who can operate as a midfielder or as a striker, is out of contract at Championship club Wigan at the end of the season.
According to The Scottish Sun, RB Leipzig and Brighton and Hove Albion are also interested in the 24-year-old.

Good signing for Rangers
Powell struggled to make an impact at Manchester United, but the 24-year-old has been very good for Wigan.
The attacker has scored four goals and provided four assists in 18 Championship appearances for Wigan so far this season, according to WhoScored.
According to a report in The Mirror in June 2012, Rodgers – now in charge of Celtic – was looking at the possibility of signing Powell for Liverpool in the summer of 2012.
