Steven Gerrard, who was appointed the Rangers manager in the summer, watched St Clair in action at the Toulon tournament in the summer, according to the report.
The 20-year-old midfielder moved to Venezia in Serie B in the summer transfer window after leaving Chelsea.
The Scotland Under-21 international has told The Sunday Post that he spoke to his former Chelsea coach Beale - who was recruited by Rangers in the summer - regarding moving to Italy and took his advice.

Rangers move?
According to The Sunday Post, Rangers are following St Clair closely and could make a move for the Scottish youngster next summer.
St Clair rates Beale highly and takes his advice, and that could be a trump card for Rangers in their reported interest in the 20-year-old midfielder.
St Clair is doing well in Italy, and the Scotland Under-21 international midfielder would be a good signing for Rangers in the summer of 2019.
