We round up news from Newcastle United, Tottenham Hotspur and Rangers.

Marlon's Newcastle move off
Newcastle United are looking for a new defender on deadline day, but their hopes of signing Barcelona's Brazilian centre back Marlon Santos appear to be over. The Guardian report that a work permit application has fallen through for Marlon, and he subsequently won't be making the move to Tyneside – but Swansea City's Federico Fernandez looks set to sign instead for £6million.
Arter nearing Cardiff deal
Cardiff City have already landed one midfielder today in Real Betis ace Victor Camarasa, and another could be arriving imminently. Sky Sports report that Bournemouth's Harry Arter is travelling to South Wales for a medical ahead of signing for Neil Warnock's side, they even state that he has snubbed Watford for the Bluebirds.
Danny Rose won't leave Spurs today
Tottenham won't be making any signings this summer, and there may not be any outgoings today either. The day began with claims that Schalke were in talks about a deal, but ESPN report that Rose won't be moving today, and is prepared to wait until later this month to finalise an exit, with the England international open to signing for either Schalke or Paris Saint-Germain on loan.
Burnley won't rush through Ward-Prowse deal
Burnley have been busy of late, signing Joe Hart, Ben Gibson and Matej Vydra, but one player they won't be landing today is James Ward-Prowse. Sean Dyche is understood to be keen on the Southampton set-piece specialist, but a move won't happen in this window as the Clarets are now only looking at loan deals, according to the Daily Mail.

Windass travelling for Wigan medical
Rangers forward Josh Windass has been strongly linked with a return to England, but rather than Ipswich Town, it seems like his destination will be Wigan Athletic. Windass, according to The Scottish Sun, is on his way to the DW Stadium for a medical despite Ipswich pursuing his signature, and he appears to have played his final game for Rangers having been pulled out of tonight's Europa League tie against Maribor.
