They claim that West Ham have offered the Brazilian a signing on bonus of €7 million (£6.2 million) and a yearly salary of €4 million, which equates to roughly £68,000 per week.
Good signing for the Hammers?

The simple answer to that question is yes.
The Brazilian ace is a real talent, and can operate on either wing.
He possesses exceptional technical ability, and would provide Manuel Pellegrini with an entirely different option out wide.
Bernard is also extensively experienced in playing at the very highest level, having spent five years playing in the Champions League with Shakhtar Donetsk.
Despite the reported hefty signing on fee, his availability on a free transfer would still make him a real coup for West Ham.
