Moore has spent the firs half of the season on loan at Rotherham, but Ipswich have recalled him to Portman Road amid interest from a number of clubs.
The 6ft 5ins frontman impressed during his loan stint at Rotherham with 13 goals in 19 starts for the Millers.
Rotherham were keen to keep hold of Miller and made a bid to make the move a permanent deal, while Rotherham's League One rivals also made a bid for the forward as they look to add to their attacking options.
However, Barnsley have stolen a march on their rivals by agreeing a fee with Ipswich for Moore as they look to offer him the chance to prove himself in the Championship.
Ipswich boss Mick McCarthy is happy to let Moore move on as he is well-stocked for strikers and they have decided to cash-in on the former Forest Green Rovers man.
Moore has been given permission to hold talks with Barnsley and is expected to undergo a medical on Monday before finalising his move to Oakwell.
