It is claimed that Liverpool's Woodburn, who made his first Wales appearances under Sunderland manager Chris Coleman, could be allowed to leave Anfield on loan to build up first team experience.
Sunderland and Leeds are among those already credited with interest in the 18-year-old forward, and will perhaps be wary of Norwich and Preston muscling in on their alleged pursuits.
As a former Anfield employee, Norwich sporting director Stuart Webber has strong links with Liverpool, while Preston are the closest to them geographically of all four clubs, which could have a bearing on any decision.
The Sun reported earlier this month that Preston, whose manager Alex Neil left Norwich last season, are set to sign Woodburn's Liverpool teammate Harry Wilson in January.
Leeds' lofty league position - fifth - arguably makes them the Welshman's most attractive destination, although his relationship with Coleman could still count for something.
Sunderland, Leeds, Norwich, Preston or other... where will Woodburn end up?
