The young winger has already spent 18 months at Celtic, and City would prefer him to go abroad.
Nice are currently the most interested club in Roberts, with the Ligue 1 side keen to bring him to France.
However, Roberts has his heart set on a move back to Celtic and will apparently tell City he wants a switch north of the border in the near future.
Roberts was a key player at Celtic last term, when he offered them great skill and creativity from out wide.
And Rodgers has already confirmed that Celtic would like to bring Roberts back, if the chance arises.
