The Gunners are on the verge of securing the services of the 21-year-old left-back for £7 million.
Real Sociedad made a late attempt, but the Portuguese youngster is on his way to the Gunners.
The transfer will reportedly go through in the next few days.

Good signing for Arsenal?
Tavares is only 21, and it is clear that he is a player who is still developing and improving.
The Portuguese is not the finished article yet, and Arsenal will know what.
The Gunners are bringing in the Benfica youngster as cover for Kieran Tierney.

Tierney is the first-choice left-back at Arsenal and is one of the best in his position in Europe.
Tavares will play back-up to him, and training with Tierney and working under manager Mikel Arteta on a daily basis will help him improve his game.
The 21-year-old made seven starts and seven substitute appearances in the Portuguese league last season.
