If Newcastle were really badly struggling for additions, then Benitez surely would have been more inclined to gamble with Kenedy.

The Magpies could have traded him for another potential loan signing, who would’ve been able to make an impact over the second half of the season.
But by keeping Kenedy around, even though he is struggling, Newcastle may just have offered a suggestion that permanent additions are still seen as a possibility in the coming weeks.
