Paraguayan midfielder Torres is apparently on his way to the Premier League to sign for Tottenham Hotspur.

Who on earth is Julio Cesar Torres? That is the question on the lips of Tottenham Hotspur fans today.
It is well documented that Spurs have not signed a single player in the last two transfer windows, with Lucas Moura the club’s most recent addition after the Brazilian joined from Paris Saint-Germain in January 2018.
But Torres could be Tottenham’s first newbie in well over a year, with the player himself suggesting that he is on his way to North London, in quotes reported by Bolivision.

“I would be proud to go there and show my quality,” the youngster said when asked about a move to Tottenham.
“We have reached a pre-agreement with the conditions of purchase of the rights,” his agent, Gonzalo Acier, added.
A 21-year-old midfielder who has not yet made a first-team appearance for Blooming Santa Cruz in Bolivia, these claims have certainly raise eyebrows; especially as it is far from certain that Torres will be handed a work permit allowing him to play in the Premier League.
To make things even stranger, Red Uno broadcast a video of Torres seemingly signing a contract with Tottenham. No wonder the fans are demanding clarification.
