Can Celtic still compete for Manchester City’s Phil Foden?

Phil Foden enhanced his reputation with a fantastic 19-minute cameo in Manchester City’s 5-0 demolition of Swansea City on Sunday.
At only 17, it might be a while before Foden is old enough to be a first-team regular under Pep Guardiola and as a result he will more than likely be a sought-after loan target this summer.
One club who might renew an interest is Celtic, who were linked with a loan move in January, but would Scottish football already represent a step down for Foden?
The teenage midfielder might not be ready to start every game for Man City, but Foden, who has started two Champions League games this season, has already proven himself a massive talent and one who could surely stay in the Premier League, if Guardiola makes him available for a loan.

Celtic already have a loan signing from Eastlands in the form of Patrick Roberts, but Foden seems to be on a different level with regards to promise and why would he follow Roberts to Glasgow if there are top-flight English clubs interested in him?
One season of regular football in the Premier League is far more valuable for his development than one season in the Scottish Premiership and although Celtic would love to have him next season, the Hoops would get more out of it than Foden himself.
