One reason could be that Arteta genuinely wanted to give Ramsdale some rest.
Ramsdale has been the number one goalkeeper for a while now and has played regularly.

Perhaps Arteta thought that with Arsenal playing in the UEFA Champions League in midweek and then taking on Tottenham Hotspur in the North London derby next weekend, the £120,000-a-week (The Daily Mail) star could do with a small break.
The second reason could be that Arteta wanted to give David Raya some match practice.
You never know when Raya could be needed.
Ramsdale could suffer a dip in form or have a bad injury.
Raya could have to come in at short notice.
Perhaps Arteta thought that allowing Raya to play against Everton would make him remain sharp.
The third reason could be that Arteta thinks that Raya could do better than Ramsdale and wanted to see how he does when wearing the Arsenal shirt by starting him against Everton.
