Leeds United were fined £200,000 earlier this week as a result of the ‘spygate’ scandal, BBC Sport reported.
Leeds boss Marcelo Bielsa had admitted sending a staff member to watch opponents training.
No rules were broken, but the EFL decided it was against their code of conduct.
Former Premier League title winner David Seaman (1998, 2002 with Arsenal) is a Leeds fan and he feels the club have been harshly treated.
He believes there are far more pressing issues in today’s game which should face similar or more intense scrutiny.
Seaman told Talksport: “I don’t understand how they can fine Leeds for something that wasn’t illegal. It’s so irritating.
“You see players conning the referee and not getting punished.”

Some Leeds fans had feared the EFL would hand them a points deduction, which the club clearly would have contested.
The fine has still left supporters feeling the club have been hard done by, but at least the saga will not overshadow the rest of the season and the Whites can move on from it.
Leeds continue their promotion charge this weekend against relegation strugglers Bolton Wanderers.
