West Bromwich Albion are set to take on Ipswich Town in their next match tomorrow.
Phillips has been away with Scotland on international duty over the past fortnight, and has travelled to Albania during that time.
Scotland won both their games over the international break, with Phillips contributing.
And Moore says that the winger is set to return to West Brom full of confidence.
“We’ve been speaking to Matty all the time he’s been up there (with Scotland), he’s in a good place mentally,” Moore said.
“I saw him this morning, he seemed full of confidence, very chatty.
“We will take into consideration the travelling he’s done, he’s been recovering today. But physically he’s fine, fit, strong, healthy and well.
“He joined up with the Scotland squad and had two great results. I’m pleased they did what they needed to do.”
Phillips has made 13 appearances for Albion so far this season in the Championship.
The 27-year-old has netted five goals and claimed two assists, making him one of the most dangerous attackers in the Championship.
West Brom went into the international break on the back of a 4-1 win over Leeds United, so have momentum behind them.
West Brom are heavy favourites to beat Ipswich, as the Tractor Boys have struggled badly this season.
