The Montserrat striker is out of contract at the Addicks this summer, and he is set to become a free agent.
Taylor has made 17 starts and five substitute appearances in the Championship for Charlton so far this season, scoring 11 goals and providing one assist in the process, according to WhoScored, and he would be a good option to have in the Rangers squad alongside Alfredo Morelos and Jermain Defoe.
Charlton manager Lee Bowyer told The Guardian on Monday that Taylor is refusing to train ahead of the return of the Championship later this month.
The striker is out of contract at the Addicks at the end of this month, and he has not trained with the club since last Tuesday, according to The Guardian.
