A player plus cash deal between Tottenham and Monaco could work.

While Tottenham Hotspur should certainly be regretting not moving for Youri Tielemans in January, their hopes of landing the Belgian are not over.
Tielemans impressed on loan at Leicester City, and Sky Sports report Tottenham remain interested. Leicester’s hopes of getting a quick deal done for the midfielder has not worked out as yet.
Now Tottenham have an additional advantage to win the race for Tielemans, with Monaco showing an interest in Spurs’ defender Serge Aurier.
France Football report Monaco have made contact with Aurier to signal their interest.
The right-back struggled for fitness at Spurs this season and his form was unconvincing. It would make sense for Tottenham to cash in.

With The Mail reporting Manchester City are now showing interest in the Belgian, this could be the advantage Tottenham need to win the race.
Tielemans is valued at £40 million, and Spurs could knock a substantial figure off that fee by throwing Aurier into the mix, who they signed for £24 million.
