According to The Daily Mail, West Ham and Everton are interested in the Watford midfielder.

The 26-year-old is a very good midfielder who will make the Hammers and the Toffees a better team, but with Chelsea reportedly interested in him, West Ham and Everton could miss out on the Frenchman.
