Spurs now need to step up their pursuit of Gallagher.
Pre-season training has already started.
Tottenham head coach Ange Postecoglou needs to have his squad ready for the start of the new season.
Gallagher is a very good and dynamic midfielder and would make Tottenham better and stronger in the middle of the park.
The youngster is a versatile player who can operate in central midfield, in a more advanced position or out wide.
The 23-year-old has made 99 appearances in the Premier League so far in his career.
Gallagher has scored 13 goals and given six assists in those games.
