Ibe was the Cherries’ record signing when he moved to the club in 2016.
Liverpool fans were upset at the time when they let him go, but these fears were misplaced, with Ibe failing to live up to his potential.
Bournemouth boss Eddie Howe admitted earlier this year that the move had not gone to plan.
Howe told The Guardian: “He hasn’t been a regular in the team and that will be a disappointment for him and for us.”

Ibe, 23, started just nine league games last season, scoring once and providing one assist.
The previous year he managed six assists in 22 games, not a bad return, but one he failed to build on.
If a move goes ahead, Celtic need to restore Ibe’s confidence.
The jury is out on whether Celtic is the right scenario for this right now.
On one hand the weekly drop down in level of opposition should help him, but Celtic is a club where the supporters are restless and angry after their Champions League exit.
Anger has been directed at the club’s poor recruitment policy, so what if Ibe has a slow start at the club?
He could find himself written off quickly, in large part due to the situation he is arriving into.
Perhaps Ibe just wants to play. And he’s ready to take on the challenge.
But it might not be an instant success at Celtic, and he needs to be prepared for the scrutiny which will come with it if the move does not work out at first.
