Birmingham, instead, moved for Marc Roberts from Barnsley, with Harry Redknapp keen to improve their defence.
And some Blues fans believe that they have got a better deal than Villa.
Villa and Birmingham will both be looking for big improvements, after disappointing campaigns last time around.
Villa languished in mid-table, while Birmingham required Redknapp’s appointment as manager to save them from relegation.
The Midlands rivals are both expected to strengthen considerably this summer, as they look to increase the quality in their squad.
Terry is expected to go straight into Villa’s starting line-up, with some suggestions already forming that he will take the captain’s armband at Villa Park.
