Arsenal have had a bid of £60 million for Caicedo turned down, while Chelsea saw their enquiry for the 21-year-old Ecuador international midfielder rejected.
The youngster has gone public with his desire to leave the Seagulls, making it clear on Instagram that he wants to move on.
90min have reported that Caicedo is willing to join Arsenal or Chelsea in the final days of the January transfer window.
The report has added that Brighton are expecting new bids from the Gunner and the Blues.

Chelsea are a massive club and regularly win major trophies, but manager Graham Potter has a number of midfielders to choose from.
Thomas Partey is the number one defensive midfielder at Arsenal, and Caicedo could complement him in the middle of the park.
Moreover, Arsenal have a very young team, and Caicedo would fit in nicely at the Emirates Stadium and do well under manager Mikel Arteta.
