90min have reported that Arsenal and Manchester City want to sign Luiz from Premier League rivals Villa in the January transfer window.
However, the Villans do not want to sell the Brazilian midfielder and are ready to open talks with him over a new contract.
Arsenal have already made an enquiry, but Villa have told the Gunners that they are not looking to sell him now.
Manchester City want the 23-year-old Brazil international back from Villa.
However, according to 90min, Luiz is ‘ready to commit to Villa as he is happy with life in Birmingham’.

Now, of course, City are not in desperate need of another central midfielder, but it does not hurt to have options.
Arsenal do have options in central midfield, but Granit Xhaka gets too many red cards and Thomas Partey has had injury problems and is not very consistent.
However, Luiz seems keen to stay at Villa, who are surely not going to sell such a good and important player in the middle of the season.
