Spurs tried to sign Sanabria in 2016, before he joined Real Betis, The Sun reported.
Sanabria was put off at the prospect of being third choice, having just seen Vincent Janssen sign for Spurs.
Now Sanabria could be on the move, with Marseille looking at a transfer, Marca report.
The Paraguay international reportedly has a buyout clause of 30 million Euros in his contract (£27 million).

Sanabria should consider that now at Tottenham, he would get the choice to be second choice behind Kane, with Vincent Janssen set to play no further part for the club, and Fernando Llorente’s contract to expire in the summer.
The former Barcelona youngster has bounced back from a knee injury and has four goals in 11 starts this season.
At just 22, Sanabria has a lot of potential and is a player who Mauricio Pochettino could help maximise it.
Spurs should give him a second chance to join them, before he heads elsewhere.
