No way.
First of all, Raya is out of contract at Brentford at the end of next season.
Arsenal should not pay £40 million for a player they could sign on a free next summer.
Secondly, Raya would be a second-choice goalkeeper at Arsenal, at least initially.
Aaron Ramsdale is the number one goalkeeper at Arsenal at the moment.
There is no way that Arsenal should pay £40 million for a goalkeeper and put him on the bench.
It is different for an outfield player.
Take summer signing Kai Havertz for example.
The Germany international may not start week in and week out for Arsenal in the opening weeks of the new season, but he is likely to come on as a substitute in each and every match.
And over time, Havertz could start for the Gunners.
The former Chelsea star is also able to play as an attacking midfielder or as a forward, so he gives Arsenal manager Mikel Arteta options.
Raya would start for Arsenal on a regular basis only if Ramsdale went through a really bad spell or got injured.
